The Land Transportation Office (LTO) recently announced that it would only accept and process applications for driver’s licenses, student permits and additional restriction codes via the LTO-IT system starting August 3, 2020.
In a public advisory dated June 30 and signed by LTO chief Edgar Galvante, the agency declared that beginning August 3, all LTO sites shall only accept and process student permit (SP), new driver’s license (DL), and additional restriction code (RC) applications/transactions that are electronically transmitted to the LTO-IT system.
Applications must be accompanied by driving course completion certificates issued by LTO-accredited driving schools, their authorized driving school instructors / administrators, and by the LTO-Driver Education Centers (DECs) in LTO offices.
For student permit applications, applicants are required to electronically transmit their Theoretical Driving Course (TDC) certificates to the LTO-IT system starting August 3. This covers all student permit applications, including foreign SPs and those with expired SPs who will apply for new student permits.
For new driver’s license applications, both Professional and Non-Professional, all applicants with student permits issued from August 3, 2020 onwards are required to present Practical Driving Course (PDC) certificates that are electronically transmitted to the LTO-IT system.
Those with Additional Restriction Code (RC) applications are required to electronically transmit relevant PDC certificates for the RC being applied for.
In cases of converting foreign driver’s license to Philippine driver’s license, the LTO determined that TDC or PDC certificates are no longer required.
In accordance with the new policy, the LTO also reminded all concerned regional offices and district offices to be ready to accept electronically transmitted PDC and TDC certificates before the assigned date
