LTO to refund P29.8-M RFID fees to motorists

More than 80,000 motorists can finally get a refund for the fee they paid for the failed radio frequency identification (RFID) project of the Land Transportation Office (LTO).

In a report by The STAR, the LTO will start refunding more than P29.8 million it collected from vehicle owners starting August 15 throughout the regional and district offices where the fee was collected.

LTO chief Edgar Galvante issued Memorandum Circular 2019-2170 yesterday, outlining the procedure in refunding fees collected in 2009.

According to the master list of LTO, a total of 85,657 motorists can get their refund amounting to P350 plus an additional P9 as interest it earned.

All the claimant has to do to get the refund is to submit an accomplished RFID Fee Refund Form and a copy of a government identification card.

The decision came two years after the Supreme Court declared the project illegal due to lack of public bidding, The STAR reported.

In June 2009, the LTO signed a P2.45-billion deal with Stardom Corp. for the RFID project but its implementation was stopped by the SC in 2010.

The SC said that the microchip-based system that LTO awarded to Stardom Corp was unlawful since it did not undergo public bidding. 

The chip was to contain information of both the vehicle and its owner. – With Romina Cabrera/STAR
