Marikina: No parking space, no building permit

Proof of parking spaces are now required before business owners can obtain a building permit for the construction of their commercial establishments in Marikina City.

Under the No Garage, No Building Ordinance of 2019 by Marikina Mayor Marcelino Teodoro, business owners must provide sufficient parking space before they can acquire business permits for their commercial establishments. 

“Anyone who intends to construct a structure shall be required to show proof like the presentation of a building plan or blue print or, attesting to the availability of a permanent parking space or facility on his/her proposed construction as a requirement for the issuance of a building permit,” according to the ordinance.

Councilor Donn Favis authored the amendment to the city ordinance in a bid to resolve the issue of traffic congestion in the city and to ensure that roads are being efficiently used by motorists. 

Aside from that, Favis also authored another ordinance, requiring subdivision to remove their gates to provide motorists alternative routes.

Although some homeowners associations objected against Favis’ ordinance, he said that they will soon have to comply.

“The are objections from some homeowners associations, but they haveto comply. We have already passed this in the council,” Favis said.

Last month, Sen. Sherwin Gatchalian asked President Duterte to certify as urgent the proof-of-parking-space bill.

Gatchalian’s call came after President Duterte’s order during his fourth State of the Nation Address to reclaim all public roads that are being used privately by some establishments.

The Department of Interior and Local Government is also pushing for the passage of the “no garage, no car policy” in the country while Senate President Vicente “Tito” Sotto proposed that the entire Metro Manila should be made a “no-parking zone.”

Meanwhile, in an effort to clear public roads of any obstructions within the 60-day deadline, Mayor Francis Zamora earlier ordered the suspension of pay parking schemes on some streets of San Juan City. – With Emmanuel Tupas/STAR
