The Land Transportation Office (LTO) released the complete list of LTO-accredited driving schools across the country. The 16-page list issued by LTO contains the school’s name, address, region and province, as well as contact number.

Under the agency’s new policy, all LTO sites will require driving course completion certificates from LTO-accredited driving schools before accepting and processing transactions, beginning August 3.

Enforcing a new policy

On June 30, LTO chief Assistant Secretary Edgar Galvante released a public advisory where the agency mandates “all LTO sites shall only accept and process Student Permit (SP), New Driver’s License (NDL), and Additional Restriction Code (RC) applications/transactions with driving course completion certificates issued by LTO-accredited driving schools, their authorized driving school instructors / administrators, and by the LTO-Driver Education Centers (DECs) in LTO offices.” These must be electronically transmitted to the LTO-IT system.

TDC and PDC certificates

For student permit applications, applicants are required to undergo a 15-hour course to acquire a Theoretical Driving Course (TDC) certificate that must be electronically transmitted to the LTO-IT system. This requirement covers all student permit applications, including foreign SPs and those with expired SPs who will apply for new student permits.

For new driver’s license applications, both Professional and Non-Professional, all applicants with student permits issued from August 3, 2020 onwards must submit a Practical Driving Course (PDC) certificate that can be obtained after at least eight hours of practical driving lessons. This too must be electronically transmitted to the LTO-IT system.

Meanwhile, those with additional RC applications are required to electronically transmit relevant PDC certificates for the RC being applied for. In cases of converting foreign driver’s license to Philippine driver’s license, the LTO determined that TDC or PDC certificates are no longer required.

The LTO’s new application requirement was first made public October last year upon the issuance of Memorandum Circular No. 2019-2176, that seeks to establish “rules and regulations on accreditation, supervision and control of driving institutions, and on standardization of driver education.”
