Those who would like to apply for a student driver’s permit or a driver’s license may now utilize the online portal of the Land Transportation Office (LTO).
The launch of LTO’s Land Transportation Management System (LTMS) – that can be accessed through https://portal.lto.gov.ph – is part of the agency’s efforts in transitioning to a ‘new normal’ amid the threat of the coronavirus disease 2019 pandemic.
Among the features that the LTMS offer include student driver’s permit application, driver/conductor’s application for renewal of license, requests for revision of records, and requests for Certificate of No Apprehension.
For those who are settling their traffic violations, the agency said that motorists with admitted cases may either pay their fines at any LTO district office cashier or through electronic payment channels and online banking.
Meanwhile, the LTO said that those who are contesting cases may submit their position papers online through the LTMS. The agency explained that notifications of hearing schedule and settlement updates will then be sent through e-mail and through its portal dashboard.
LTO assistant secretary Edgar Galvante said that the LTMS is currently on pilot test at some LTO offices in areas under general community quarantine.
“We are doing the pilot-test at 24 LTO Offices to iron-out the technical glitches, and thus ensure that everything will run smoothly. Once all are in place, the LTMS will be implemented in all LTO offices nationwide,” Galvante said.
The pilot sites that currently have the LTMS are in Laoag, Bayombong, Butuan, Roxas, Tagbilaran, Dumaguete, Ormoc, Maybalay, Pagadian, CO, Quezon City, Ever Gotesco, Eastwood, Muntinlupa, Biñan, Lipa, Calapan, Naga, General Santos, Tagum, Davao, San Fernando, Angeles and Baguio.
“The LTMS will limit human intervention so as to comply with the safety protocol advised by health authorities. Aside from this, I encourage everyone to be a responsible motorist so that our roads will be safer and settlements will be less. In this way, we can contribute to the faster healing process of our country,” Galvante added.
The Department of Transportation is also eyeing to implement the home delivery of driver’s licenses and motor vehicle plates as part of the government’s digitalization program.
Apart from improving public service, Transportation Sec. Arthur Tugade said that the initiative will pave the way for the agency to verify if the listed address in the motorist’s application is authentic.
