The driver who attempted to flee from a Manila Traffic and Parking Bureau (MTPB) enforcer in Sta. Cruz, Manila – even as the enforcer hung on for dear life outside the driver-side door of the moving vehicle – tested positive for drug use.
According to Mayor Isko Moreno, the driver of the speeding Mitsubishi Xpander, identified as Orlando Ricardo, tested positive for illegal drug use.
Moreno said that the suspect did not show any remorse after the incident, which nearly killed MTPB enforcer Adrian Lim.
Last Saturday, closed-circuit television footage from the Manila Public Information office showed Lim clinging on the side of Ricardo’s vehicle the latter attempted to evade apprehension for disregarding lane markings. The traffic violation fee is P500.
Lim fell off the vehicle on Gelinos Street and was immediately taken to the Jose Reyes Memorial Medical Center for treatment. Ricardo was eventually apprehended at the corner of Oroquieta and Tayuman Streets. The suspect is facing charges of serious physical injury and hit and run.
For his bravery, Moreno awarded Lim with a regular employment status during the flag-raising ceremony earlier today.
Meanwhile, the Land Transportation Office has suspended the driver’s license of Ricardo for three months. The agency has released a show-cause order to the erring driver in order to air his side.
